BOSA vs FOSA: what the difference means for licensing
BOSA and FOSA describe two different kinds of SACCO business in Kenya — and which one a SACCO offers determines whether SASRA licensing applies.
What the two terms mean
BOSA (Back Office Service Activities) and FOSA (Front Office Service Activities) describe two different kinds of SACCO business in Kenya, and which one a SACCO offers determines which regulator applies.
BOSA is the traditional SACCO activity: member savings deposits, share capital, and loans, typically operated with less frequent withdrawal access — the classic "savings and credit cooperative" model.
FOSA is a bank-like service window a SACCO can add: demand deposits, ATM/debit cards, cheque handling, and other withdraw-on-demand banking services, operated more like a retail banking counter than a traditional back-office cooperative.
Why the distinction is a licensing question, not just a product one
Offering FOSA services means a SACCO is taking deposits in the sense the SACCO Societies Act, 2008 regulates — Section 23 of the Act requires a SASRA licence for deposit-taking SACCO business, with penalties (a fine up to KES 500,000 and/or imprisonment up to 3 years) for operating deposit-taking business unlicensed.

What this means for reporting
A SACCO with a FOSA window reports to SASRA as a Deposit-Taking (DT) SACCO — audited financial statements within 3 months of financial year-end, external auditor statutory reports within 4 months, and the prudential ratios (minimum core capital, capital-to-assets, and liquidity requirements) that apply to deposit-taking business. A BOSA-only SACCO that hasn't crossed a non-WDT trigger reports through the Cooperative Societies Act framework instead, under the Commissioner for Cooperative Development.
